Kimberly-Clark reached an agreement this week with a local steelworkers union, paving the way for the company to work with the state to keep open one of its factories in the Fox Valley. A bill to create Foxconn-like incentives passed the state Assembly this year, but its future remains uncertain in the state Senate.
